My award for best dressed lady goes to Gossip Girl's Leighton Meester. Meester is, in my opinion, KILLING IT in the dress at right. With those red platform shoes, the outfit is a total stunner. Leighton always finds a way to stand out on the red carpet. Her look is almost circus inspired, and it totally works for her. She's the only one who could pull it off; it would have looked ridiculous on anyone else. [source]
